Kenya Just Made Phone Importers Get a KES 250,000 Licence — What It Means When You're Buying a Phone in Nairobi

On 21 July 2026, the Communications Authority of Kenya (CA) told every business that imports or distributes phones, routers and modems that the transition period is over: a Communications Equipment Distributor (CED) licence is now mandatory, with immediate effect. It's the enforcement of a market structure the CA gazetted back in March 2026 — and it's the clearest sign yet that Kenya is tightening the screws on counterfeit devices. If you're about to buy a phone in Nairobi, here's what actually changed and what it means for you.

What changed on 21 July 2026

Under the new rules, any company that wants to import communications equipment, buy from local manufacturers, or sell it at wholesale must hold a CED licence. Businesses that already held the older Telecommunications Equipment Contractor or Vendor licences must re-apply if they intend to keep importing or distributing. The numbers, straight from the CA's own Revised Telecommunications Market Structure document, are steep for the top of the supply chain:

  • Application fee: KES 5,000 (non-refundable)
  • Initial licence fee: KES 250,000
  • Annual operating fee: 0.4% of gross turnover, or KES 120,000 — whichever is higher
  • Licence term: 15 years, renewable

Small retail phone shops don't pay this directly — they fall under a separate, fee-free Communications Equipment Vendor class licence, but they're required to stock only type-approved equipment sourced from licensed CED distributors. The cost sits at the top of the chain: importers and wholesalers. Operating without the required licence carries penalties under the Kenya Information and Communications Act of a fine of up to KES 1 million, up to three years in prison, or both.

The CA's stated justification is counterfeits and consumer safety. The regulator has put the figure of fake phones in the Kenyan market as high as 40%, and in February 2026 it had already red-flagged 21 mobile phone brands over safety and compliance concerns. This licence adds one more layer on top of the type-approval and KRA IMEI-registration system already in place: essentially, a registry of who is even allowed to bring devices into the country.

How to check your phone is genuine before you pay

None of this requires any action from you as a buyer — but it's the perfect reason to actually use the free tools the CA already provides. It takes under a minute:

  • Dial *#06# on the phone (no SIM needed) to reveal its 15-digit IMEI number.
  • Text that IMEI to 1555 — the CA's free verification service will reply confirming whether it's valid, along with the phone's make and model.
  • Or use the CA's online IMEI Checker at ca.go.ke for the same result without leaving your browser.

Every phone imported into Kenya since January 2025 must also be registered through the Kenya Revenue Authority's Device Identification and Registration System (KRA DIRS). A phone with no valid IMEI, or one that doesn't match what's on the box, is the clearest sign you're looking at a counterfeit — and under the new CED rules, buying from a licensed, type-approved supply chain is now the safest way to avoid one.

Bonus: refurbished phones now need a 1-year warranty too

Two days after the CED directive, on 23 July 2026, the CA separately ordered that all refurbished phones and laptops sold in Kenya must carry a minimum 1-year warranty. If you're weighing a refurbished device against new genuine stock, that's a real protection that didn't exist before — but it's still worth confirming the seller can actually honour it.

Does the new CED licence mean phone prices in Kenya will go up?
Possibly, at the margin — distributors may pass on the KES 250,000 licence fee and the annual turnover-based fee. The CA's argument is that the trade-off is a market with far fewer counterfeit and unsafe devices.

How do I know if a phone I'm about to buy in Nairobi is genuine?
Dial *#06# to get the IMEI, then text it free to 1555 or check it at ca.go.ke. A missing or mismatched IMEI is the biggest red flag.

Do I need to do anything as a buyer because of this new licence?
No — the CED licence applies to importers and wholesalers, not shoppers. But buying from a seller who can show a genuine CA Vendor Licence, and checking the IMEI yourself, is now more worthwhile than ever.
